Timing matters more than luck. The best hunting tends to follow a storm or a big tide, when the surf has reworked the beach and turned up material that's been buried for months. Early morning, right after low tide, is prime time — the sand is freshly rinsed and you'll beat both the crowds and the next high water. Bring a small bag, keep an eye on the surf line (never turn your back on the ocean), and if you find a live sand dollar — gray or purple and slightly fuzzy, rather than bleached white — the kind thing is to leave it right where the water can reach it.
